Cruz was sending off all kinds of signals and they were overlooked.
The San Bernadino terrorists/killers set off all kinds of alarms with neighbors/family members that they were up to something and no one called the police because many feared being called islamaphobic
Who has responsibility for making those calls and seeing that someone takes action?
