Why don't you ask the sheriff who he served...the people, or the school district superintendent?
Since Columbine the sop for active shooters has been to rapidly respond and engage the shooter to minimize deaths and injuries. The Broward deputies chose to not do that and instead maintain an ineffective perimeter. It would be interesting to know their thought processes.
