Eliminate gun free zones.
If you're a crazy nutbag, no guns for you.
Hold social media responsible , aka financial able to sue them, if they fail to notify of threats.
This same crowd uses data mining to figure what adds to send you, they can do the same to find the crazed loser crowd.
