Nunez could easily have stated "the steele dossier was the sole basis for the fisa warrant request", or "in addition to the steele document, "x" was included as a basis for the warrant request."
Instead, nunez chose to include a statement that said, "without the steele dossier, there would not have been..." WTF does that mean? It's been acknowledged that Steele initially brought page to the fbi's attention - what additional steps were taken (beyond some yahoo article - or was that the extent of it)?
Papadopolous was already on the radar, so steele's investigation wasn't the basis for all things russian.
