I believe it was Spanky who had linked to a denunciation by the firm that had originally hired GPS Fusion to get as much information on each of the Republican candidates during the primaries. They said that in no way, manner or form had they financed that hit piece dossier.
If in fact GPS Fusion sold the dossier paid for by another firm to Hillary's campaign that would be an immoral reselling of a dossier paid for by someone else to that firm's opponent, politically speaking.
The reality is that Hillary's campaign paid GPS Fusion to dig up as much dirt on Trump as they could use to hurt him politically and to get Hillary elected. That was GPS' mission. They were NOT endeavoring to come up with an honest and unbiased search for the truth, and the product reflected their goals.
They accumulated all sorts of unverified personal accounts from a variety of people who knew full well what Steele wanted and was looking for, and many of them gave it to him.
When Hillary's campaign then gave it to the FBI, the FBI offered Steele $50,000 if he could verify the information, but they never paid him, so presumably he was unable to get any verification. But the FBI then used the unverified information, in contravention of their own rules and procedures and the federal rules and requirements, to apply for a FISA warrant to get all of the recorded calls, texts and emails stored in the NSA database for Trump and for his campaign and transition team. They mislead the judge to whom they submitted the warrant into thinking that the information they presented had in fact been verified as is required.
... and that is how the witch hunt began.
