Should we have any standards at all , or do you want this to be like our government school system, where everyone gets in, and everyone "succeeds"?

We have four people in this country. Should we help them first, or is there no difference in your mind between a poor person from El Salvador, who does not speak English and has no ability to function here, and a poor American who needs American help?
