part of the process. When I cast a ballot I make my wishes known. When I choose not to vote then I am ceding my right to express my wishes.

Almost every adult citizen has the right to have their voice heard. The will of the people includes those that wish to be heard and those that do not care to be heard.

No matter what the turnout the elections are valid as long as every citizen with a right to vote has the option to cast a ballot.
