Obstruction....perhaps ‘attempted Obstruction’ but not actual Obstruction

In any event, it is likely within his power to stop any federal investigation as he is the head of the Executive Branch and the DOJ/FBI are Executive Branch entities. That is likely a much heavier lift for Trump to defend HAD he actually ordered the investigation to stop. But he didn’t so the point is moot.
