Just like the VA attracts doctors who can't make it in regular practice, that department seems to attract personnel with ambiguous moral standards.
People with integrity and high moral standards are what is needed, but those folks can get disillusioned and burn out in such a bad environment. The ones like these officers on the list should have been sh*tcanned, but are kept on anyway.
Just think what the employee pool will be like if the depts lower their standards like many want.
I didn't see the total number of deputies employed by the dept. I am betting the number of people on the list would be a very small percentage.
