they constantly have to teach to the test. They are no longer involved in learning, it's all about teaching to the test to show some level of progress measured by some rubric which doesn't mean a damned thing.
Meanwhile, little Rastus can't read beyond the 3rd grade level....and he's enrolled as a Freshman at a JUCO.
