has met a certain standard in the field in which they work. But I think it should be up to the employer and customer whether a license is required unless it impacts public safety.
I could care less if my barber is licensed by the state or not as long as he can cut my hair to my standards. I want my surgeon and my kid's teacher to be licensed though.
If the guy in the story has a degree in Engineering he has every right to claim that he is an engineer and speak as one without being hassled by the state. Now if he wants to work for a firm designing buildings then I have no problems with the state requiring that all engineers working those projects being licensed.
They are too many places out there to get a paper claiming have passed coursework in professional studies.
