You are mixing number of participants with dollars.
Health insurance for a 6 year old child costs about $120 a month. A month in a nursing home costs about 4,000. The nursing home gets to keep the old person's social security check, but the people that end up on Medicaid usually are only getting about 1,000 a month is social security. So that knocks medicaid's cost down to 3,000 a month.
So one person in a nursing home equals about 25 children on medicare in dollar terms. Of course the old person also has medicare deductables and copays which Medicaid pays for in addition to the 3,000 a month for the nursing home.
