it is best to have things handled at the lowest possible governmental level... what the Church calls subsidiarity.
Perhaps there should be no safety net at the federal level, though I think it would be a tragedy if the states or local communities could not or would not provide it. I do not believe people should starve to death or freeze to death or die from lack of basic medical care in the richest country in the history of the world. But I do think that eventually that could readily be taken care of at a governmental level below that of the federal government.
One problem is that, in a manner similar to what it did with health care, the federal government has gutted the original infrastructure through its intervention and meddling, and if it pulled out rapidly it would leave a vacuum and much unnecessary suffering would ensue.
But that's more of an issue of the logistics how to get where we want to be rather than exactly were do we want to be.
