are part of the "deep state". They owe their allegiance to their job, their department, their division etc.
There are dozens and dozens of kingdoms, fiefdoms, baronies etc. Its morass of often competing conglomerates.
Some are more deep and more powerful than others.

For instance who is it exactly that tells the President there are secrets above his paygrade ?
I don't know, you don't exactly google them.
