issue is will a cut spur growth --and increase revenues?

As a practicing lawyer that lived thru the 86 reforms---tons of unmintended consequences there including Banks which had lent to RE that lost 20-25% of value over night and killed TX banks and SL's everywhere.

The feds gave the TX banks to Bank of North Carolina which ended up becoming what is now B of A
