to game the tax system...

Explain how I am incorrect. Why is a work requirement Fellowship/Scholarship in exchange for lower tuition taxable, but lower tuition in exchange for a work requirement without a fellowship/scholarship not?

Why would anyone EVER take the Fellowship/SCholarship?
