perpetuated throughout his life. But he is not simply a moran at this point. He doesn't have the capacity to gather and retain information, process decisions, structure arguments or positions, etc.

He is not simply a low intelligence individual at this point, he is obviously a low cognitive capacity individual as well. Its jarringly obvious and we get almost daily reminders of it as the situation continues to worsen.
