You have made it abundantly clear. The reason your plan doesnt work is because it takes a few days to a) collect money b) sort c) count and d) purchase emergency provisions that will be needed to save lives when a disaster hits.

If a large earthquake hits MO, it will be devastating for millions of people. They will have no food or water, and if there is no response, many will die.

To me, having the ability to provide emergency water and food in order to save lives is worth it. I imagine most Americans feel this way. I still maintain that its not the taxpayers job to fund a rebuilding effort, and Id wager most Americans feel this way, too.
