exist and yet I have never read of a epidemic of the poor starving because of that.

Generational poverty is a construct of the government. There is a very small percentage of the population who are incapable of providing for themselves. Most that are one those programs should be able to transition off of them but there is no incentive now to do so. Why do we now have third and fourth generations in those programs?
