My understanding is the great outrage amounts to complaining that the IRS didn't approve some 501(c) charity applications for political action committees as fast as the applicants wanted. This followed a change in the law, which required interpretation. It wasn't focused entirely on conservative groups and progressive groups also experienced delays.
Also, apparently some of these partisan political groups didn't like answering questions about their activities. My memory of the law is admittedly vague, but I believe the law prohibited 501(c) charities from engaging in directly advocating voting for any candidate. So clearly some examination of the applicants activities was required to determine if they complied with that requirement before any determination could be made on their application. But I could be wrong, its been a while.
This was ginned up into a "scandal" by blatently partisan media outlets who used vague language to con gullible rubes into thinking some big outrage had occurred.
Also, since the applicants were in fact highly partisan political groups, they enjoyed fanning the "scandal" by making misleading (but usually vague) accusations. These were then echoed by the usual partisan hacks in the GOP in the house.
Huckabee's screed is obviously a parody of all of that. Classic.
