You can pretend that having no govt would make this same area peaceful, if you're an idiot.
The reality is corruption in chicago starts from the mayor's office and runs rampant thru the entire dem power structure.
Your natural rights argument means nothing to those in charge, nor will it ever do anything to bring about positive change in chicago.

That being said, eliminating Chicago's govt would probably be a good start.
