Because the dispersal orders are never heard by the protesters, or so they claim.

This is good though because watching the protesters and the associated riff raf, weirdos, anarchists, freaks, wasteoids, dykes, trannies, pole smokers and other assorted dirtbags most normal human beings would never associate with is decent local TV at times.
