Until someone can show me the errors of my ways.
I believe they were the only people that would work for him at the beginning of the campaign. He stuck with them because he is loyal to people that believe in him.
That level of vetting statement came after he was a serious candidate and just stuck with some of the people named because they brought him to the dance or let people go after a better person could fill that role that wanted to work with him.
Manafort is the perfect example of my theory. He resigned so Conway could become his campaign chairperson and look what happed after she took over.
