If Turkey offered a private US citizen $15 million to kidnap

So as far as I can gather, the Wall Street Journal has heard that Flynn attended a meeting in New York with representatives of the Turkish government, during which he was offered $15 million to kidnap the Gulen fellow and bring him to Turkey. This was to be a totally private operation, not conducted under the authority of the USG.
If the story is true, and assuming Flynn turned them down, is it a crime for a US citizen not to report the kidnap offer to the appropriate law enforcement authorities? Did Flynn make such a report.
