Texas church gunman Devin Patrick Kelley was likely able to buy guns because the U.S. military didn't send a 2013 court-martial conviction record to the Federal Bureau of Investigation.
Kelley purchased one gun in 2016 and another this year at two different Academy Sports + Outdoors shops in San Antonio, according to a spokeswoman for the retailer. In each instance, Kelley's request to purchase the guns sailed through the FBI's national background-check system, known as NICS.
