the players. Chiefs aren't going to do either to Marcus Peters; SF isn't sitting their players. After Jones' loud comments (which he later tried to soft-sell), the NFL announced they'll meet to discuss...then the commish walked that back & said the players association will also be involved in those meetings.

It's not something that the league can just implement a new rule on (it has to be bargained with the players' representatives.)
