Michael Chertoff: Former United States Secretary of Homeland Security co-author of the US Patriot Act has a group called, the Chertoff Group-founded in 2009. This firm is a "security and risk management group".
The Chertoff Group has a vested interest in a massive push for back-scatter machines because they're the biggest producers of these machines, along with another firm called OSI - billions are set to be made from these machines becoming policy for safety.
