The LT could have put a lot of pressure on him to arrest the nurse for interference.

Payne thought he had a justification to draw blood. And the fact the driver was a commercially licensed operator of a commercial motor vehicle, he may have had sufficient probable cause to do so.

But the LT pushing him instead of calling the DA who could call a judge and get a warrant could have put Payne under a lot of pressure.
