free reign and an open checkbook and many "projects" were issued to brother-in-law businesses under minority small business set asides and those businesses had little to no experience/qualifications for the construction projects they were assigned.
And kids were being shuttled all over the KC Metro in taxis at considerable expense.
Meanwhile, rural school districts across the state were sucking hind tit trying to get by.
