Case in point is the Iranian Hostage Crsis. US had overwhelming power compAred to Iran. There was no belief in Iran that Carter would use, so the hostages were not real eased. Iran was not so sure what Regan would or wouldn't do and the hostages came home.

Obama had great power in the Syrian fiasco but was unwilling to use it even after drawing a bright red line and he was largely ineffective,
