In fact, employers shouldn't be forced to provide any health care whatsoever. Employer provided health care is an anachronistic holdover from the days after WWII. Why should employers be involved in health care for their employees? They should give them the cash and let them spend it as they see fit.
If the government wants to subsidize health care via tax breaks, give it to the individuals, rather than the companies. Let the people have the tax breaks, if subsidies are to be our policy (& I would question that as well), and let them choose the insurance companies, types of policies, coverages, deductibles and so on of their own choosing.
