it will allow for laws restricting certain arms and/or people from owning certain arms. Those who currently have said arms will then be in violation of those laws and it would be in their interest to comply with those laws if they would like to maintain their gun ownership. I imagine it could be done with people turning them in once new laws are created.
Or hell grandfather those who have them in and if they commit a crime with prohibited arms then they get a very harsh penalty.
There should be a national registry for anyone buying a gun (like cars). You should have to purchase insurance for any gun (like cars) in the event you cause property damage and/or personal harm to another individual. And you should be required to take a training course (like cars) for the purchase of guns.
All that I am suggesting would not require use of force by governments unless someone commits a violent act.
