But certain groups fall under certain protections and involve increased penalties for certain actions done against them.

I think the whole idea of a hate crime is dumb for the very reason you stated earlier. I haven't disagreed with your positions, I've just been trying to get more clarification.

For the record I think a pursuit should only occur for serious persons felonies where the person fleeing is a risk to the public.
