to this new war on employers???

I would say a far more astute takeaway from the war on drugs is that people will risk their lives and freedom to trade goods and services on the black market, despite ever increasing big government regulation and tyranny.

Just like how drug users will always want drugs. Employers will always seek affordable/cheap labor, especially if the marginal product of that labor is very low.
