for a very long time, quite possibly since the very inception of the United States, upon the secret meeting of a handful of "delegates" from the states, resulting in a new and more powerful government headed by a few people.

As for an empire, the United States government's imperial tendencies started in the mid-19th century, hit a high 19th century point with the federal government's conquering of the southern states, and then raged out of complete control throughout the 20th and now 21st centuries.

That 45 men have come from various backgrounds to head this behemoth government does not make it any less of an oligarchic empire... if anything it further proves the point. 45 men versus the 545 million people who have lived within the US govt's jurisdictional theft grounds.
