Doesnt happen overnight. Leadership in both states has helped them when it comes to gaining federal funds for disaster relief. PR has not had the same type of leadership. Compare Illinois with Tx and Fl, i.e. no comparison.
Much more likely to get disaster relief money if you have a proven track record of being able to manage money.
