A grandmother.
The kid was being arrested first and then the grandmother jumped on the officer's back.
STLCPD said of the 22 arrested, one 13 year old was released to parents--I would assume it was this one.
Post-Dislatch has the entire series of photos including another officer pushing her off the officer whose back she jumped on. Of course he was pushing her by shoving her neck, which makes it look like he's choking her in the still.
I would have hit her in the legs with a baton so hard she'd look like a zebra tomorrow.
