shirt? How does he extract it to plant it?

Does he go to work every day with a weapon to plant on someone he shot underneath his vest? Or does he wait until he is at a high profile crime scene, take off his shirt and stash a weapon under the vest and then climb in the car and take off his shirt to extract the weapon and plant it?
