accused and the victim do not know one another and the accused is an official on duty at the time.
From reading the story do I think the cop went too far? Without a doubt. Was it murder? I don't know if I would go that far. The victim, I hesitate to use that term here, was using his car as a weapon. Is it reasonable to say the cop feared fro his life and the lives of his fellow officers? I think so. Is it murder when you kill someone while in fear of your life? No.
