Depends on the ruling.
People routinely like to discourage that sort of thing but it's how the American Revolution began. It's exceptionally difficult to have revolutionary change without it but maybe that's the point of why people don't want it.
During the Obama admin, people talked about pitchforks and torches and marching on Washinton - what do you think the torches are all about?
People love guns, claim they will protect themselves against the government - um, that's essentially an escalated form of violence against the government - ie riot. The threat has a purpose. People following through has a purpose.
