Highly populated and urban areas where mostly poor folks live.

Step 2: require a state photo Id as the only form of ID for voting. Making it difficult for the elderly and poor rural voters who may not have reliable transportation to get the ID. Are secretary of state offices going to rural communities to give out IDs?
