because many of the dudes murdered later in the year were the ones who murdered the folks who got it early in the year.
When the guy who murdered victim 10 gets whacked and becomes victim 20, the cops close it up. They know who did most, if not all, of these homocides. They just don't have that one piece of evidence that they can safely get an indictment on.
And the new Prosecuting Attorney in the city is a true Social Justice Warrior, who has seen many of her best attorney's leave in the last year because it isn't about justice before the law in many cases, but justice towards the marginalized and victims of an unjust world and legal system
