Flooding became an issue in New Orleans because it's a bowl and beneath sea level and the levees breached. Flooding was also a problem in Houston with the huge amount of rain into the Brazos River and its tributaries.
I have plenty of pictures from Hurricane Katrina that was wind only with no water damage at all.
Damage to Joplin was estimated at $2.8 billion, but wasn't even close to Katrina at $108 billion.
