Damage, category, or loss of life. Katrina is considered the worst by many because of its extensive damage, although it was a mere strong Cat 3.

The Great Galveston Hurricane of 1900 and Andrew in 1992 are considered to be worse on many levels than Camille (which was also awful), along with the 1938 storm you mentioned.

Irma is something like 4 times larger in area than Andrew, and at least as intense. She is a bad mother.
