legislators legislate their beliefs and the basis or root of them is irrelevant. Atheists and progressives legislate their beliefs based on their view of existence and the world. Second, no one's views are being "imposed" on anyone else. All laws go through the democratic process. If you think a lawmaker is pushing a law based on his religious beliefs work to defeat him in the next election. But he cannot by fiat impose his views unless of course he is Obama.
