The potential obstruction of justice charge is based on Trump's conversations with Comey and the firing of Comey. That was after Trump was in office. Manafort's connection to the campaign ended long before that occurred.

And there is a strong constitutional argument that the President can not be guilty of obstruction of justice from directing the FBI to stop a criminal investigation or from firing the FBI director.

The money laundering allegations stem primarily from Manafort's management of a public relations effort to increase support for Ukraine to become a member of the European Union. That occurred several years prior to Manafort becoming Trump's campaign manager. trump had no involvement in that public relations effort.
