Flooding =/= tornadoes/earthquakes. It's much more common

If you live in a flood prone area, especially in an area that is booming, the risk of you experiencing a flood over the course of a 30 year mortgage are MUCH higher than someone living in Oklahoma or Kansas and seeing a tornado hit their home. Same goes for destructive earthquakes. If you live on the San Andreas fault, A) homes are required to be built to a certain standard B) chance of experiencing a damaging earthquake is quite small. In today's climate and urban growth, areas that flooded in Houston should not be rebuilt. The government should not be insuring these places. Period.
