Article I Section 8 Clause 9:
The Congress shall have Power...To define and punish Piracies and Felonies committed on the high Seas, and Offenses against the Law of Nations;

That puts the Law of Nations in the Constitution. Immigration is in the Law of Nations. Therefore, immigration is in the Constitution.

Simple logic.
