threashhold an employer can pay his workers whatever he wishes
If he believes his workers bring more value than minimum wage then he should pay them more in order to retain them.
I remember when I was younger my manager at the pizza place I delivered for complained that she could not keep her waitresses. I told her to pay them more than minimum, she told me corporate would not let her. She literally trained new waitresses every week. It would have much cheaper to just pay those she had an extra quarter an hour.
