in one article that I read, they indicated they wanted a blood sample from the injured party (who was a victim, not a suspect) to prove that he had nothing illegal in his system to protect his employer, a trucking company.
First, why would that ever come up? The police statement would provide that the suspect fleeing the arrest was at fault. My guess is that they're anticipating a lawsuit from the suspect's family because they violated some kind of anti-pursuit policy/procedure? But again, that would go to the cops actions and not the other injured party's. Makes no sense whatsoever.
